        I agree that heating costs that need to be paid every month, forever, are not an efficient use of my tax dollars. Using passive solar products like those at: www.Cansolair.com would have a one time cost with minimal maintenance and no recurring costs. These could be used to reduce State Building heating costs and reduce the need for Heating Oil subsidies for Mainer's.
