How can Maine state government operate more efficiently?

Create jobs for convicted felons. Many welfare recipients can't gain employment due to a past mistake. A "second chance" program ?

        There are different degrees of "felons" and they should not have to resort to picking up trash or working at solid waste plants. Many have marketable skills and intelligence, but it's the public who shy away when they hear that word "felon" They think "felons" are monsters, some have had addictions problems without aggravated violent or ****** crimes. Felons continue to pay a lifetime sentence, due to ignorant people.

        I would have the state fund a business called the convicted waste corporation. A solid waste pick-up firm that would hire convicted felons to pick up, trash, refuse, demolition and recyclables throughout the state. They could take the recyclables, turn a profit and reduce disposal costs to citizens. They could clean areas where people dump refuse because they can't afford to pay at a transfer station. The objective ...make it as cheap and easy as possible for the residents to dispose of refuse and it will keep the State clean.
