Find a WorkForce solution for prisons to offer real college courses that count for real credits towards a degree.
Time, and plenty of it. Education has proven to be successful for lowering crime and repeating the cycle. Allow inmates to work and develop real skills, real college credits, real work generating income for teachers, and inmates to plan a successful future. I am sure people will scream no fair, but they can't get past the punishment mode and really understand the problem.

no i dont believe its fair for tax payers to pay for college or any type of higher learning. Taxes do not pay for students to attend college why should taxes pay for bad behavior.?
