EBT/Foodstamps
I believe that any returns made that were purchased with the EBT card should be 'refunded' back onto the EBT card, just as if you were using a credit card.
If you go into the Auburn Wal-Mart the day after the funds are posted to the EBT cards you can find carts full of returned groceries. Unfortunately individuals have figured out that if you return the value of the prior day's purchases you will receive cash. This defeats the intent of Foodstamps.

Non-Citizens/Green Card Holders should not be allowed access to Government State Funding/Welfare/EBT
Non American Citizens or Green Card Holders should not be allowed access to TANF (WELFARE)/ Foodstamps, or any other state help. I am tired of seeing American citizens barely making it and suffering; while non citizens/green card holders are getting full rent paid, cars, and extra stuff. I find it insulting; and upsetting. As a single mother who is barely making; and not even making it, suffers while they live off our taxes. This is not a refugee this is a Country of Citizens.

EBT/Foodstamps
Need to put an end to people who buy grocery carts full of smiling hill farm milk in glass bottles only to go home and dump out the milk to return the empties! Such a waste. Work for food. The state needs to provide jobs in return for services... ie, get foodstamps, work for the town sweeping, pumping gas etc

EBT Cards with Photos
Maine should include photos on EBT cards to eliminate inappropriate usage...ie trading and selling of these cards. I read in the newspaper that the Obama Administration ruled that you cannot require an individual to have to present a photo id to use the card, but the USDA's own guidance states that you CAN include a photo of the recipient on the card itself. Welfare supplement instead of full welfare
Give welfare recipients who want to work (but don't bother looking for a job because they know they won't be able to make ends meet better than on welfare), a supplement to help them so that getting a job makes sense. There is a chasm that exists between the amount of money one earns and what living costs that makes it difficult to work and make ends meet. So, once a person is receiving money for housing, food, etc., why should they work? Wouldn't it make more sense to encourage those who want to work by offering them an amount…

Funding for people with Developmental Disabilities should not be cut. These people live on hardly anything and need support.THATS WRONG
People with Mental Retardation need support. That fundiing should never be cut. There has to be a better way, Thats just not right.

Accept Federal matching funds for the expanion of Medicaid to prepare for Obama Care.
The Maine Drinking Water Program is responsible for the lack of available funds to support the expansion of Medicaid and not as the department would have you believe the cost of Maine Care. Report on the expenditure and write off of the failed attempts to comply with the unfunded Federal; mandate and you will find your missing funds.

Make a rule that you have to had paid taxes in maine for a certain amount of time before being qualified to recieve benefits in maine.
People move to maine and instantly start using the resources collected by maine tax payers Is not fair. Because of the drain on the resources income levels have dropped an manydo not qualify for help. Reality is, those who have paid taxes their whole life in maine need help and it's not there. But If you come from anywhere else in the world and move to maine you would get benefits without paying a single dollar of tax to maine.

MaineCare Benefits should be scaled back!!
Kids on MaineCare should NOT be able to get orthodonist braces 100% free!! Seriously, most insurances do not cover them let alone pay 100%. I'm paying $6,000 for braces out of pocket with dental insurance...and in no way should I have to help pay for someone on MaineCare to get them so they can have straight teeth. I'm so sick of hearing of kids at the school that I teach at that are getting free braces because they have MaineCare! Urgh!!!!

Welfare recipients who are NOT working should be issued a community service work card to help out in their community!
I think in order for welfare recipients to get benefits, they should get community service cards where they are required to do volunteer work in their communities to assist food pantries, senior centers, etc in order to qualify for any benefits. Instilling a necessity, getting what they get by earning it, will get them out of the mindset of just taking, and NOT giving back! LETS LOOK AT THE DESERVING PERSONS WHO NEED A TEMPORARY HELPING HAND
A young girl and guy have a baby, they are wonderful parents with the girl staying home as a full time Mom. They live in a third story apartment, the only one they could afford, but not really. The guy works 40 hrs a week and brings home $294.00 a week, over time is not an option. I think that it's rediculous that the state pays for methadone and suboxon. the cost is outragous, suboxon costs between $500.00 and $600.00
stop paying for drug rehap as it is not working and the cost is outragous,,$500.00 to $600.00 monthly for suboxone, not to mention those who have been on methadone for 5,6,7,...10 or so years, at the states expence.. due the math,, so many more could be helped...

Have a single application for all state administered/ funded programs
Permanently disabled folks and the elderly on fixed incomes must apply separately for food, housing assistance, fuel assistance, phone subsidies, and other support programs. Each time one must show proof that they are already eligible for one or more of the programs to apply. There is huge redundency which requires lots of administration time. Why not a one step yearly review for all services ? Rather than five or more reviews of the same information.

TANF/EBT/Foodstamps, boundaries need to be put in place!
TANF/EBT: there should be a system set in place that if this money is to be used for paying bills, rent, and essentials like gas, toilet paper, school/work supplies; then the electric company, landlord, and certain stores can be set up to accept the card, well the landlord should be able to set up an account where the monies are deposited for the rent. This would solve the "drain the card at the ATM" to make unnecessary purchases that the card does not allow at a register.

Cost coverage for copies requested at DHHS offices.
Is it possible for those serving as clerical staff in public offices, such as DHHS, to charge so much per paper or office when copies of materials are requested? This way some of the vast expense in paper, wear and tear on the machines (they need to be fixed regularly), man power, and postage, could be recouped.

Require Maine Care recipients to submit Work Search logs for those able bodied adults not receiving SSDI or SSI.
All able bodies adults not receiving SWSDI or SSi would have to submit Work Search logs if they are not gamefully employed. The program would mirror the presently suspended ABAWD program used for the Food Supplement program.

Lets improve the use of MaineCare
First off, I was once a recipient. No I did not run to the doctor or ER for every little tick, pain, etc. I understood and understand how and why healthcare costs get raised.
I think that doctor visits should be limited. Of course there are situations where others NEED the medical attention and will NEED more visits. A limit should be put in place; x amount for adults and x amount for children.

Audit agencies more thoroughly
Having worked for various mental health agencies, I am always surprised at the amount of missing documentation for services that have been billed. I would think it would be very cost effective to hire someone that is thorough, like myself to audit and get money returned to the department as well as the fines that could be imposed. So many agencies do not get documentation into the charts within 5 days of service either so if those were found as well. Following the paper trails takes time and effort, but I bet it would be a greater savings than the…

Maines Meth programs
It's past time to re-evaluate the METH program. We should not be paying for free drugs, free transportation to the dealer and then turn around and give them food stamps and free health care. some have been on this program for 10- 15 years.

if you are ordered to pay child suport and supose to have your kid every weekend and they move and dont tell you after you go to court
i think if they can work they should work and if you cant see your child because they have run and hid i think they should not get a dim of help from the state or the person paying childsuport
