There just are not enough fraud investigators for DHS. With so many on one or more programs and only a handful of fraud investigators abuse and misuse goes on. In addition to more investigators the State should also develop an administrative court to deal with those who misuse public welfare funds. Single Mothers on TANIF who do not report the live in boy friend who is making a good wage should be held accountable in such a court. Those who purchase expensive foods then resell the items, should be held accountable. Those who spend AFDC on recreation and fail to pay rent cost or electrical cost should be held accountable. If too intoxicated or high to legally drive a car on the road then the person is too drunk or high to adiquately care for a child. This person should be held accountable. Purchasing a tattoo rather than providing day care or maintaining a roof over the child's head, this person should be held accountable. Some do not misuse welfare BUT many do misuse and abuse the funds. Many of the misuses may not rise to the level of a criminal act BUT most misuses do fall under misconduct. An administrative court would be able to address these misconducts. It is the individuals who choose to get tattoos rather than pay rent, keeping a stable home for a child that just dismay and irritate workers. It is the parent who's fully entitled because the child exist however can not manage to get the child off to school in the morning. We are paying parents to parent the child and there is no accountability. An Administrative court could address the accountability. Administrative courts do not have to meet the same high standard of prof as do criminal courts.
