Increase Co Pays and Charge Minimal fee for working People on Medicaid
To assist with the budget and provide as much help as possible to people who need it look into increasing copays by $1.00 per RX and charge a minimal copay for visits, $50.00 for out patient. Look into charging working people that are still low income a minimal insurance cost ($15.00 to 50.00) per month based on their income.

Excellent idea as it would deter unnecessary visits to er's for things that could wait and be seen in drs office. If its free people will use it. If you have to pay out of pocket you will think twice about spending your money.
