How can Maine state government operate more efficiently?

  1. Maine should adopt a drug testing policy for state aid recipients.

    Is Maine planning on adopting a drug testing policy for state aid recipients? Florida, Kentucky, and Missouri, are the first states that will require drug testing when applying for welfare. If it's okay to drug test people who work for their money, why not everyone else? If they can afford to spend their money on drugs, they shouldn't be collecting welfare and getting free insurance benifits while destroying their bodies. That money should be for taking care of basic human needs. I would welcome this testing with open arms.

    • Make qualifing welfare recepients work for the state for their checks

      If you want welfare, clean a park, sweep the streets, do something. I work for my money and so should they.

      • Try putting peoples pictures on government funded benefits; like food cards.

        If pictures are put on food cards it would make it ****** to sell these to get cash & the receipient might actually use the food card to feed themselves and their families. Hard working people cannot get benefits if they are having a period of hard times unless they spead all their hard earn savings. Most of the people receiving government funds are happy to have the government hand them everything and do NOT try to work; but they reap the benefits!             • Photo ID requirement for food stamps/SNAP card

              The food stamp or SNAP program needs work. Currently person A can have a SNAP card issued to them with person A’s name on it. They can sell it to person B for 50 cents on the dollar. Person B can then shop with the card even though it has person A’s name on it because no ID check is done verifying the shopper is the person named on the SNAP/food stamp card. I suggest that a law be passed requiring photo ID verification of all users of SNAP/food stamp cards. If this law already exits I suggest it be…

              • Madatory drug, alcohol and tobacco testing on all welfare recipients.

                It is time Maine opened it eyes and stopped the rampant abuse of the welfare system. Instead of taking services away from good honest people the State should institute mandatory drug, alcohol and tobacco testing on welfare recipients it would cut the welfare roles in half. Mandatory birth control as well. If you are on State aid you have no right having more children that you can not afford. This is not rocket science. Stop the abuse you stop the shortfalls.

                  Drug testing should absolutely be manditory for anyone in need of welfare or any state assistance. Too many people abuse the system and this could definitely change things in the state.

                      Anyone with a food stamp debit card should have a photo on the user to show in fact that they are the rightfuly person, also be more define on what can be purchased with the card, not soda, candy bars and other junk foods

                        Automate the unemployment system. Instead of mailing the search logs add the search requirement to the online unemployment benefits claim. 2 sheets mailed seperately at 0.42 = 0.84 for one person a month times this by the number of unemployed (2008 stat was 39,800 people) 0.84 x 39,800=$33,432.00 est savings a month times 12 mo = $401,184.00 a year.

                        Also stop mailing the weekly claim forms for people who are using the only system. ex: 39,800 x 4wks= 159,200 x cost of postage of 0.18 = $28,656.00 a month for 12 months = $343,872.00 est. savings for one year.

                          The Department of Labor is working to make it possible to receive and respond to items like work search logs by email or by using online tools.

                        • Summit an emergency bill from the govenors office to elliminate sales and use taxes on business equipment coming into the state.

                          Sales and Use Taxes on business tools and equipment coming into the state stunts growth and and job creation and is terrible business policy. We should be inviting all businesses to bring job creating assests into our state to support new jobs.

                            Applicants may receive up to 23 separate envelopes, some of them very thick with forms, just to be told that they are ineligible for unemployment benefits. These communications could surely be reduced dramatically, and when the application is submitted online, it makes sense that the response could be sent via email. For those approved for unemployment benefits, forms and communications should be processed online as much as possible.

                              The future prosperity of the State is directly dependent upon the success of efforts to attract significant private sector business growth. Below average household income and residential property taxes cannot pay for above average costs of public assistance, energy, education, government costs increases, etc. The lack of progress in this area should trigger automatic reductions in the cost of government. Weak, half hearted and unfocused ME government efforts toward job growth will only lead to further deterioration of the private sector and the failure to see the creation of significant new good paying jobs .

                                There are many qualified business faculty who can cost-effectively conduct or supervise students who conduct research on particular topics relevant to economic development in the state. For example, the UMaine System paid $500,000 for a study by an out-of-state company to develop its "branding strategy" when it could have been done just as well under the supervision of qualified faculty for considerably less.

                                    Institute a grace period for welfare fraudsters of one year. Anyone currently cheating welfare will not be prosecuted. After end of the grace period (1 year or 6 months whatever will work for the enforcement agency) anyone found to be cheating the welfare system in any way will face SEVERE repercussions, not the least of which will be public documentation of the details of their fraudulent activities. Monetary penalties handed out as feasible in addition to mandatory public service as well as a 5 year moratorium on collecting any state or local assistance.

                                      As an owner for some years of small businesses in other parts of the US, I was surprised at how many hurdles and hoops small business has to go through just to operate in Maine. Many small businesses cannot afford an office manager to comply with the various statutes and legislation, let alone the zoning and planning of where they can operate. The biggest problem I see is that the local banks do not work with each other and the small business sector in providing "cash flow" lines of credit that enable well run businesses the opportunity to provide products…

                                      • have all people that want low income housing take a drug test especaily in Old Capehart where it is a haven for drug doeors and dealers and

                                        I feel their should be a drug testing program for people that want low income as it makes a haven for druggies and drug dealers to beable to sell to kids. I feel if the government is paying your way then your up to a drug test. This would cut down on where it would be a haven for drug dealers with un limited supply of people to sell to.

                                          The State of Maine is moving forward with a plan to conduct drug tests of convicted drug felons who are applying for or receiving welfare benefits

                                        • Increase the use of Pre-Trial programs to reduce jail populations

                                          60% of the people being held in county jails haven't even gone to trial yet. There should be a larger number of lower risk detainees who could be released under some sort of supervision. It costs over $40,000 per detainee each year to keep them in jails.
